Sounds to me like the starter drive, or Bendix, as we used to call it, is on it's way out. (That's the gear on the end of the starter that engages the flywheel in order to crank the engine over.) I have the Motech rack on a 919 Honda. It's German made and fits well. The mounting area should take just about any topcase, it's looks like it's designed to be pretty universal.
