Minimal pannier supports

Browsing through some old photos I came across this:

This was a bike that met up for a Rockster meetup in 2007, I've no contact with anyone who was at that meeting (save one, and this is definitely not his bike), so I was wondering if anyone had seen these before, and might have an idea where to find them?

That's clean, wish you luck finding them. Getting hard for aftermarket parts for these.

Just looked at those pics on flics, four rocks in a row! That’s a sight!
On another note, that minimalist look for the panniers look good,probably hand made

Those pannier mounts are interesting, new to me.

Just when you think you have seen everything-oilhead over the past 20+ years...

I was reminded that there's always something potentially new out there, when my brother sent an Italian Rockster-spec windscreen to me for install before I delivered Rockster1 to him. It was New Old Stock and unknown to me.

I was looking at my bike today and realised these aren't pannier mounts. They don't stick out enough from the side of the bike. I think they're just bungee hook lugs.
