I don't think so. There is usually an obvious reason for torque settings and then some not-so-obvious ones. Any tech who fails to torque a setting when specified should be making a career change in my opinion. Besides, I'm a Porsche guy and we're not just anal about torque settings, we're totally deranged about torque settings. Fuchs lugnuts: cross-tighten and pretorque to 60# then cross-tighten to 96#? Every time. You bet.

There are not many things weirder than maybe binding an invisible exhaust butterfly valve with improper clamp torque but I'll take your point. And I'll check mine, too. The other day pulling away cold at low speed while turning sharply the bike stalled and I got jammed while stopping the bike from tipping. The jury is out.
