After having balanced about a jillion tires in my lifetime, I've made an observation. This observation is accurate for modern, expensive, finely engineered, name brand, high speed rated tires. This does not apply to retreaded 10-15's on bubba's mudder truck.
In most all cases, the weights go back on in the same place and size as the weights you took off. In other words, the wheel is usually what is slightly out of balance, and not the precision Z rated tire you just put on.
Once you have a spin balance done right, you can change tires and just forget about the balance. Leave the old weights on, align the dot with the stem, mount your new tires, and go riding.
I've proven this theory on several bikes over the years at speeds to 140 mph.
I have a static motorcycle balancer and do not use it, except to check my theory

I agree with Matt Pie. Although I was skeptical when I saw the heavier weights on my newest tire, now with over 3K miles on it, I think it was balanced well by the shop. I think every tire should be be balanced when installed.

Update; I've got a few K on the Roadsmarts & Dynabeads and have no compaints about either.
In the 35K miles since Aug 06 I've had Avon XYZ? (on the bike when I bought it) and Conti Road Attack and these Roadsmarts. These are better for me than the Conti's.
The Dynabeads are good for me too; I got into it a little a few weeks ago. The Garmin is not calibrated, but the its the only data recorder I have on the bike.

Seems to be smoother now than ever before.

My 2010 Tundra has Michelins from the factory and tons of weight on the alloy wheels...
I buy dynabeads!(I haven't tested them @ 140mph, but they work for me) via a group buy on ADVrider-no $4 per wheel here.
I agree with the wheel balance statements above.
After many years as a mechanic in a tire plant(not bike tires but everything else) I can say that they they are handmade and sometimes the builder hasn't had any in awhile, or has had too much of something, or might be a learner, or might be BS'ing with his buddy, or might have bad vision and so on. This infers that ply splices,tread splices and so on can vary a bunch! It isn't like they are just poured in a mold and variances can happen from the human touch. Actually, I am surprised they turn out as good as they do?
