Technical Advice Regarding Front Rotor Attachment

I took a ride down to a local beach on Sat just to go for a ride.
I got into the parking lot and noticed a creaking sound comming from the front wheel
as it went around, only in a tight left turn at walking speed. Lasts for a half second at most,and is high pitched.

So I got off got the gear off and went down to the beach for a while, but not much sun.
Ok, not much sun, but the ride was fun. I went back to the bike and decided to look at the front wheel. (note had the wheel and rotors off since I got the wheel straightened
and new tires put on last week.) So to my suprise the rotors didnt seem snug with the
wheel there seemed to be a 32" inch gap (maybe less) and you can watch the rotor move
when you push it towards the wheel. Both sides are the same. So I didnt have the tool
kit with me so I couldnt tighten the bolts so I rode home slowly. I found the wrench for the rotors and found the bolts tight. So next I put it on the center stand and spun the front wheel and it spun freely with one section rubbing just a bit.

Tonight I had a brainstorm, lets look ant the rear rotor. Well it looks glued to the wheel.
So my thinking is that the front should be the sme way! Is my logic correct?
