I've found a '96 R1100R with 7,100 miles on it. Great color. Windshield. Good tires. Excellent shape. I think I can get it for $3,800. Problem is, no bags. It does have the stock mounts, just no bags. Ultimately, without bags it is not that useful to me since I hope to commute some and need to carry my laptop and workout gear.
So, what are my options here? I've seen new System luggage for sale for like almost the price of the bike. Haven't seen any used luggage for sale. Are there any other options? I certainly wouldn't mind a center bag but I'd need a mount that doesn't eliminate the stock mounts - for when I find the BMW System luggage. Or does Givi (or someone else) offer a complete mounting set for this bike? Don't really want soft bags but could be an option.

I would not go for a 1996 model. I would only go for 1998 and onwards. The original luggage cases you can find on e-bay or check with beemerboneyard.com ... Dont go for givi or other stuff as theirs would not work with the stock mounts and their stock mounts are ugly. Worst case is to buy the stock cases new from the dealer - they are still available! Also watch out for the stock luggage rack as that one is rare like a blue mauritius.

There are a lot of luggage options out there. Yeah the BMW system cases are very expensive.
I have a 1998 R1100R for which I bought system cases and a Hepco Becker luggage rack and topcase.
You can get soft cases for a fairly reasonable price. That is what my bike came with.
Keep looking on the internet. You will find something.

I agree that checking E-Bay for used panniers is the best option. Remember that panniers from the R850R, R850GS, R1100GS, R1150R, R1150GS are all the same, as are a number of other parts (the RS and RT have different left had panniers at least). For a top box you can get a BMW rack for the 1100R and Givi used to make a rack to fit (I have this combo) but be careful how much you load the box up by as this rack is not the strongest.
