Front brake discs

I need to replace my front front brake pads and have taken the wheel off. Once off i noticed that the disc on one side has a fair amount of movement on it (u can physically wobble it on it its bolts with your hand) whilst the other side will not move. I have checked that both sides bolts are at the required torque setting of 21nm. However when i removed the discs i found that only one side had wavey washers under the bolts (the side that sits more firmly) i assume that both sides should have these. Has someone who is a little hard of thinking taken the front discs off and not bothered to replace the washers on one side or is my assumption wrong and only one side should have these washers?

Advice please.

No, you are right. The washers should be on both sides - at least they are on my non-ABS 2004 R1150R Rockster.

I removed the disks the first time I replaced my front tire. The bolts are a very snug fit and I worried about stripping the heads. So I've since left them on when replacing tires.

The Front Brake discs are held on with Torx head bolts which come treated with a threadlock compound, which makes it easy to strip the heads. There are also roll pins (read expensive, $6.47 ea.) which fit in the holes in the disc and the bolts go through, the buttons are there so the disc can expanded when hot without warping. I think they are considered a "wear" item and do need to be replaced when excessive play is found, so I would check and see if the play is in the buttons and not the bolts.
