I just filed a NHTSA/DOT report using the suggested parameters for my `08 R1200R. Mine failed a few months out of warranty: the gauge showed three bars and the warning lamp didn't come on but I ran out of fuel on the interstate. You might want to consider the Nippy Norman's hugger. I've had one for several years without issue and it's very reasonably priced. Glad it wasn't more serious. You might consider turning in an insurance claim for the damage. This would go against your comprehensive coverage (not your collision) so it shouldn't be cause for a rate increase. Depending on your policy the comp deductible may be lower than your collision deductible....

I regularly ride into the 20's as long as there's no ice on the roads. In SE Virginia it's no problem to ride all year since we rarely get weather extremes. I use the BMW 28 liter top case as I prefer to keep the bike as narrow as possible. On trips I add a Touratech seat bag I have left over from my 2000 R1150GS. Running the titanium Akrapovic can with stock header pipes. Great sound, a lot lighter and it doesn't stick out from the bike like the round stock can. Noticeable increase in power at higher RPM's, off-idle and mid-range power about the same as stock.

I have the black SW-MOTECH crash bars on my R1200R. They are very well made, reasonably priced, and do not need to be removed to allow access to the valve covers. These should provide good protection for a moving crash whereas the plastic ones are designed mainly for tipovers.
